Apostille or consular legalisation?

Türkiye has been a party to the Hague Apostille Convention since 1985. Where the other country is a party as well, an apostille on the document is enough; where it is not, consular legalisation is required.

The form of certification for Kuwait may have changed recently. Confirm against the official list before you apply; consular legalisation applies where it is still required.

The order matters
  • 01 Obtain the document from the issuing authority The civil registry office, the university, the courthouse — the source document must be an original.
  • 02 Have the apostille or legalisation added The governor's office for administrative documents, the judicial justice commission for judicial ones. This step comes BEFORE the translation.
  • 03 Have the sworn translation made Prepared in line with the licensed translation office regime that applies for Kuwait.
  • 04 Notarisation, where required If the institution asks for it, the translator's signature is certified by a notary.

Work out the length of the chain before you start

What sets a Kuwaiti file apart is the sheer number of stages a document has to pass through. The original of the document, the attestation endorsement, consular legalisation where it is called for, and the Arabic translation to be made on the spot: each of these links means a separate application and a separate wait. Skip a single link and the whole chain may have to be built again.

The most valuable thing here, therefore, is the right order. The endorsement has to be obtained before the translation, and because each layer of attestation becomes part of the text as it is added to the document, none of them can be left to the end. In files where the order goes wrong, the time lost runs to several times the time the translation itself takes.

Practice on the form of attestation may have changed in the recent period; confirming the current position from an official source before you apply also keeps you from paying for a layer you do not need.

Employers who ask for independent verification

In healthcare and education posts above all, employers may ask for diploma and experience details to be verified independently. That verification does not take the place of the translation; it is a separate process running alongside it, and it rests on confirmation from the source of the document. Keeping your contact details current with the institution you graduated from, and with your former employers, therefore has a direct effect on the pace of the file.

Once a file enters verification, the quality of the translation takes on unexpected weight. If the name of the institution, the name of the department and the dates cannot be read clearly on the document, the verifying party cannot reach the source and the process is suspended. Carrying institution names over as they stand, and spelling out abbreviations, is thus not a matter of style but a functional requirement.

In the health professions a professional registration stage follows as well, and there experience and registry documents are asked for alongside the academic ones. Taking the two stages to be a single procedure delays the starting date in ways nobody expects.

Family and children’s records

If your family is to live with you, every document that establishes the family tie has to be prepared with the same care. Marriage and birth certificates belong in this set, as do educational documents and health records for the children’s school enrolment. The gap seen most often in family files is that the documents of one person are put through attestation while the rest are left out.

The spelling of names decides matters here too. Where the surname is carried over in different forms on documents belonging to different members of the family, the tie cannot be established. Having the whole set prepared by one hand, to a single spelling convention, removes that risk at the outset.

A summary by purpose

PurposeDocumentsAdditional stage
WorkDiploma, academic transcript, experience certificatesIndependent verification may be required
Health professionsProfessional documents, registry record, experienceProfessional registration runs separately
Family residenceMarriage and birth certificatesThe attestation chain is needed for the whole set
School enrolmentEducational and health documentsMust be planned around the start of term
TradeRegistry record, power of attorney, contractConsular legalisation may be required
This is for guidance; the definitive requirement is set by the institution concerned.

The order of preparation

  • Obtain the original of the document.
  • Have the attestation endorsement placed on it; this step comes before the translation.
  • If consular legalisation is required, write that stage into the timetable.
  • Settle which set is to be prepared in Türkiye, English or Arabic, by asking your counterpart.
  • Have the family documents prepared as a single set, to a single spelling convention.

Translation is the quickest link in this long chain; what makes planning hard is that the attestation stages run one after another, each waiting on the completion of the one before. In drawing up a timetable, then, the total has to be reckoned as the sum of the individual steps. Upload your documents and we will map the chain out together; we can also settle the scope of the service to suit what you need.

The physical state of the document is assessed too

One detail that gets overlooked in long attestation chains is the physical state of the document. Documents that are worn, creased, faded at the seal or annotated after the event can be turned away at any link in the chain. Laminated documents cause trouble in the same way: it is usually impossible to add an endorsement or a seal to a document that has been sealed in plastic.

Applicants who have a document laminated in order to protect it end up having to obtain a fresh one. Where protection is needed, the right approach is to keep the document in a separate folder rather than to laminate it. The same reasoning holds for leaving no paperclip or staple marks on it.

Older documents raise a further problem: institution names and forms of seal change over time. If the institution named on a document obtained years ago now operates under a different name, a short explanatory letter showing the connection removes the question mark hanging over the file.

When you send documents to us, therefore, we ask you to show us not only the content but the physical condition; where some detail is going to cause trouble, spotting it before the chain begins is the cheapest solution available. Scanning the front and the back of the document as a full page, with none of the edges cropped, is enough for this check.

The information on this page gives the general framework; the authority you apply to may ask for additional documents or a different format. Confirming the current requirement before you apply saves time.
