Apostille or consular legalisation?
Türkiye has been a party to the Hague Apostille Convention since 1985. Where the other country is a party as well, an apostille on the document is enough; where it is not, consular legalisation is required.
Ukraine is a party to the Hague Convention — an apostille on your documents is enough.

- 01 Obtain the document from the issuing authority The civil registry office, the university, the courthouse — the source document must be an original.
- 02 Have the apostille or legalisation added The governor's office for administrative documents, the judicial justice commission for judicial ones. This step comes BEFORE the translation.
- 03 Have the sworn translation made Prepared in line with the нотаріальний переклад regime that applies for Ukraine.
- 04 Notarisation, where required If the institution asks for it, the translator's signature is certified by a notary.

Getting hold of the document can be harder than translating it
In Ukraine files the stage that has given the most trouble in recent years is not the translation but obtaining the document itself. Access to the region where the records are held, the state of the archives and the working arrangements of institutions can all vary with local conditions. When you plan, then, setting aside a realistic allowance for getting hold of the document matters more than concentrating on how long the translation will take.
If you have an old copy or a photocopy of the document, keep it. Where a fresh copy cannot be issued, whether matters can go forward on the copy in your hands is something to raise with the institution concerned. Some institutions will take an old copy into consideration alongside an explanatory statement; that lies within the institution’s discretion and should be asked about beforehand.
The consular channel and digital services
For Ukrainian citizens living in Türkiye, some document procedures can be carried out through the missions. This channel can be the way to obtain a document, or to set an existing one in motion, without travelling to the country; but which procedures it covers changes from one period to another, so the current position has to come directly from the mission.
On the digital side, copies of documents issued through the state’s online service applications are becoming widespread. Practical as these are, they can raise questions in international use: the institution at the receiving end cannot verify an electronic copy against its own systems. In that case a physical version of the document capable of being certified has to be obtained, and the translation grounded on that copy.
Mixed families: where the document traffic is heaviest
The greater part of the demand on the Türkiye–Ukraine line has to do with marriage, birth and custody. In marriage procedures the document evidencing single status comes to the fore, in birth registration the document carrying the parents’ details, and after a divorce the court judgment together with its endorsement of finality. In translating these documents even the smallest inconsistency carries through to later civil registry procedures, because the records feed one another.
Where there are children, travel consent comes into it as well. If a child is to travel with only one parent, the other’s consent is expected to have been drawn up and translated into the right language. The dates, the scope of the journey and the identity details of the parties all have to appear in full on this document; a consent written vaguely may be of no use at the border.
Since the completeness of the set is critical in family files, we suggest having the documents prepared in one go rather than piece by piece. Settling the scope of the service with the whole set in view also reduces the chance of something turning up missing later.
Which documents for which purpose
| Purpose | Documents | Point to watch |
|---|---|---|
| Study | Diploma, academic transcript, student certificate | Where the institution’s name has changed, an explanatory letter may be needed |
| Work | Contract, professional documents, registry record | Experience documents must match the position |
| Residence | Identity, accommodation and income documents | The dates on the documents should be recent |
| Family | Marriage, birth, custody, consent | The endorsement of finality must not be skipped |
| Commerce | Contract, registry record, power of attorney | The scope of authority must be set out plainly |
Order and timing
The sequence does not change: obtain a valid copy of the document, complete the chain of certification, have the translation made and, if it is needed, have notarisation added. The translation step can be finished within a few working days; the uncertainty gathers around obtaining the document. Sending whatever you have early therefore means finding out early what is missing.

The reverse direction: using Ukrainian documents in Türkiye
Half the traffic on this line runs the other way. For residence, marriage, a work permit or a school enrolment in Türkiye, documents drawn up in Ukraine have to be translated into Turkish and made acceptable here. In files going that way the expectation is clear: the chain of certification on the document must be complete, and the translation must be made according to the procedure valid in Türkiye.
The problem met with most often is that Turkish translations made in Ukraine are not accepted by institutions here. The translation may be faultless as a matter of grammar; the trouble lies not in the language but in the procedure by which the translation was approved. It is generally more practical, then, to bring the document untranslated with its chain of certification complete; the translation step is completed here.
The second frequent problem is the spelling of names in Turkish. There is more than one common way of rendering Ukrainian names in the Latin alphabet, and the spelling in the passport is not always the commonest of them. Using the same spelling throughout your records in Türkiye makes every procedure you undertake later an easier one, which is why we take the passport spelling as the basis in the first translation.
With educational documents, recognition in Türkiye is a separate process and asks for a list of documents of its own. Translating the diploma is only the way into that process; the academic transcript and the course descriptions are usually wanted alongside it. Having the documents prepared in a single round is far quicker than commissioning fresh translations halfway through a recognition file.
This page is meant to point the way; the approval regimes of countries and the form of document required can be updated over time. Ask the competent authority to confirm before you make your application.
