Certification regime

Which translations does Malta accept?

There is no sworn translator system; a declaration of accuracy from the translator is sufficient. For a translation made in Türkiye to be valid in Malta, it has to be prepared in line with that regime.

Apostille or consular legalisation?

Türkiye has been a party to the Hague Apostille Convention since 1985. Where the other country is a party as well, an apostille on the document is enough; where it is not, consular legalisation is required.

Malta is a party to the Hague Convention — an apostille on your documents is enough.

Current list of contracting states: the official HCCH status table.

The order matters
  • 01 Obtain the document from the issuing authority The civil registry office, the university, the courthouse — the source document must be an original.
  • 02 Have the apostille or legalisation added The governor's office for administrative documents, the judicial justice commission for judicial ones. This step comes BEFORE the translation.
  • 03 Have the sworn translation made Prepared in line with the certified translation regime that applies for Malta.
  • 04 Notarisation, where required If the institution asks for it, the translator's signature is certified by a notary.

Most people applying to Malta take the preparation lightly, reasoning that “English is spoken there anyway”. But the point is not that the target language is English; it is that the source document is in Turkish. Every document drawn up in Turkish has to be rendered into English and its accuracy supported by a declaration before it can be taken forward in Malta. The convenience removes no need for translation; it merely simplifies the question of which language.

A small island, and institutions under pressure

Malta’s population is small but the proportion of foreign workers is high. That raises the caseload per person inside the institutions and lengthens both appointments and processing times. The practical consequence: applying with an incomplete file costs more here than it does in larger countries, because waiting through a second queue can take a long while.

A further feature is how much of the process rests with the employer. A good part of work and residence applications is run through the employer, which means you hand your documents not to the institution but first to your employer’s human resources department. What that department expects will not always match what the institution expects, so it is sensible to confirm the list with the institution itself.

Which documents weigh most, sector by sector

FieldDocuments to the foreAdditional expectation
Finance and gamingDiploma, evidence of experience, criminal record certificateThe record must be current
Health and careDiploma, professional certificate, placement recordsA breakdown of practical hours
Tourism and servicesEmployment contract, reference lettersA clear description of duties
Student applicationDiploma, academic transcript, language certificateAn explanation of the marking system
Family reunificationMarriage and birth certificatesCivil status documents in full format

Records and background checks are a subject of their own

Posts subject to supervision are common in Malta across finance, insurance and online gaming. Those recruited to them are asked for documents showing their background, and the currency of those documents is examined scrupulously. A criminal record certificate obtained in Türkiye loses value from the day it is issued; obtained too early, before the starting date is settled, it may have to be obtained again.

The same files also expect a professional history evidenced year by year. Documents setting out start and end dates, job title and duties weigh more than reference letters written in general terms. A translation of your social security employment record is the strongest attachment for turning a claim of experience into something concrete.

For those going into health and care work, the professional certificate, placement records and a breakdown of practical hours come up alongside the diploma. The page count in these files climbs well above the other categories, and the preparation takes longer with it.

The declaration is what carries the document

In Malta the declaration of accuracy accompanying the translation is what holds the file up. The declaration is expected to carry the identity of the party who made the translation, the date, a signature and an express statement that the translation corresponds to the source document. If one of those elements is missing the document loses its validity, and how accurate the content may be is not even discussed at that point.

The second point is the physical integrity of declaration and document. The translation and the source document have to be presented together, in a form that makes plain which page belongs to which. Pages arriving separately cause confusion, above all with academic transcripts running to several sheets.

The order of the process

  1. Obtain the official list of documents in writing from the employer or the school.
  2. Obtain the originals in full format from the institutions in Türkiye.
  3. Complete the certification annotation before the translation.
  4. Have the English translation prepared together with the declaration of accuracy.
  5. Submit the file complete, in a single pass.

The step that creates most of the delay in this sequence is obtaining the documents in Türkiye and having them certified. The translation item can be planned; you can see the delivery options on our pricing page. A document found to be missing after you reach the island costs weeks, between obtaining it from a distance and the time in the post.

Mistakes made often

The first is sending a translation without a declaration because it is in English. The second is obtaining the criminal record certificate far too early and turning up at the application with a document that has aged. The third is mistaking the employer’s list for the institution’s list. The fourth is having a single copy prepared; residence, social security and banking matters each ask for documents of their own. To settle which documents fall within the scope, you can send us your file.

A fifth mistake is leaving family members’ documents until later. Applications for a spouse and children usually move in step with the main application; where the spouse’s diploma or the child’s birth certificate is missing, the whole file waits. Documents need planning as a household, not person by person.

Lastly, a reminder that asking for documents from Türkiye once you have moved to Malta is harder than people suppose. Obtaining a document at a distance, having it certified and having it translated is a chain that takes weeks. Working out which documents you might need before you set off, and taking certified copies with you, heads off most of the blockages that arise after you land on the island.

The information here is general in nature; the conditions of acceptance in the destination country and the chain of certification can change from time to time. Since practice varies, take the requirement as it stands at the moment of your application.
