Apostille or consular legalisation?
Türkiye has been a party to the Hague Apostille Convention since 1985. Where the other country is a party as well, an apostille on the document is enough; where it is not, consular legalisation is required.
Ireland is a party to the Hague Convention — an apostille on your documents is enough.
Current list of contracting states: the official HCCH status table.
- 01 Obtain the document from the issuing authority The civil registry office, the university, the courthouse — the source document must be an original.
- 02 Have the apostille or legalisation added The governor's office for administrative documents, the judicial justice commission for judicial ones. This step comes BEFORE the translation.
- 03 Have the sworn translation made Prepared in line with the certified translation regime that applies for Ireland.
- 04 Notarisation, where required If the institution asks for it, the translator's signature is certified by a notary.

Moving to Ireland comes in two separate layers, and those layers run through different bodies: obtaining the employment permit is one exercise, registering your residence once you are in the country is another. The same documents are asked for at both stages, but each stage has expectations of its own. Most applicants from Türkiye plan for the first stage, discover the second only after they arrive, and get stuck there.
The permit is the employer’s, the documents are yours
In Ireland the application for skilled employment permits is most often made by the employer. That does not mean the work becomes easier; it means only that responsibility is divided. While the employer evidences the post and the salary, the documents proving your qualifications are entirely down to you. The diploma, the letters covering your experience and any professional certificates have to reach the employer complete and legible.
A frequent hitch here is that the employer’s human resources department trims the list of documents to fit its own internal procedure. What the authority expects and what the employer asks for are not always the same. Verifying the list directly from the official source removes the risk of something turning out to be missing later.
With documents covering experience the Irish side looks for detail: between which dates, in what post and doing what duties has to be stated plainly. The short reference letters obtained from employers in Türkiye do not carry that detail. A translation of your social security employment record strengthens your file appreciably, because it sets your working history out date by date.
The registration that comes after you arrive
Once you have entered Ireland you are expected to register your residence within a certain time. At this stage identity and civil status documents, details of your accommodation and, where needed, financial documents are asked for again. Because demand for appointments rises at certain times of the year, turning up with a document missing costs you not just that day but the weeks after it.
If you are moving with family members, documents are asked for separately for each of them. The marriage certificate, the children’s birth certificates and any custody judgments go into the file. These documents have to be in full format, meaning that they include the details of the mother and father; abbreviated extracts fall short at this stage.
| Stage | Who carries the file | The documents that stand out |
|---|---|---|
| Employment permit application | Usually the employer | Diploma, documents covering experience, employment contract |
| Visa application | The applicant | Passport, permit document, financial documents |
| Residence registration | The applicant | Identity, address and civil status documents |
| Family application | The applicant | Marriage and birth certificates, proof of income |
| Diploma recognition | The applicant | Diploma, academic transcript, course descriptions |
The statement that accompanies the translation
In Ireland the statement of accuracy attached to the translation is what holds the file up. The statement is expected to carry the name of the party who made the translation, the date, a signature and an express declaration that the translation agrees with the source document. If one of those elements is missing the document may not be taken forward; at that point the accuracy of the content is not even discussed.
The second expectation is that the translation covers the full text. The seals, stamps, the explanation of the QR code and any handwritten notes on the document have to be carried across as well. Translations that are summarised, or that take only the “important parts”, count as incomplete. This is the technical ground of refusal met most often in Irish files.
Diploma recognition is a line of its own
The assessment that shows what your diploma is worth in Ireland runs independently of the immigration and permit processes. Employers may ask for it, and some professional bodies make it compulsory. Alongside the diploma and the academic transcript, the application may call for the length of the programme, its credit structure and the course descriptions; coming from the university in Türkiye, these documents can take weeks to prepare.
In regulated fields such as health and engineering, registration with the professional body is also required, and what that body expects by way of documents differs both from the employer and from the recognition organisation. Planning the three lines separately is far quicker than trying to satisfy all three with a single file. To settle the scope, take a look at our service headings.
What holds a file up
- A statement written with elements missing, or left in Turkish.
- Reference letters that give no dates and no description of duties.
- Trying to register with short-format civil registry documents.
- Course descriptions translated in summary form.
- Having only one copy prepared; the permit, visa and registration stages each ask for documents of their own.
In deciding when to start preparing, use this measure: begin collecting documents the moment the job offer arrives, rather than waiting for the permit to be issued. You can see the cost per page on our price list, and to settle the scope you can send us your file.
Plan the number of copies from the outset as well. In Ireland obtaining a tax number, opening a bank account and enrolling at a school are formalities independent of one another; each asks for documents, and some of them keep the copy you supply. Having several certified copies of the same document prepared is far more economical than joining the queue and waiting. Being forced to bring a document over from outside the island costs many times as much.
This content is for information; a country’s practice on apostilles or consular legalisation may change. Ask the competent authority to confirm the position before you apply.
