Apostille or consular legalisation?
Türkiye has been a party to the Hague Apostille Convention since 1985. Where the other country is a party as well, an apostille on the document is enough; where it is not, consular legalisation is required.
Belgium is a party to the Hague Convention — an apostille on your documents is enough.

- 01 Obtain the document from the issuing authority The civil registry office, the university, the courthouse — the source document must be an original.
- 02 Have the apostille or legalisation added The governor's office for administrative documents, the judicial justice commission for judicial ones. This step comes BEFORE the translation.
- 03 Have the sworn translation made Prepared in line with the beëdigd vertaler / traducteur juré regime that applies for Belgium.
- 04 Notarisation, where required If the institution asks for it, the translator's signature is certified by a notary.

The first question to ask when sending documents to Belgium is which part of the country the application is going to. Administratively Belgium is one state; in linguistic terms it is three separate regions, and that distinction does not stay on paper. If your document arrives in the wrong language, the official will not take it forward even when he or she can read it, because the working language of that region is a different one.
Settle the region first, the language of translation second
In Belgian files the most expensive mistake is to start translating before you have established which municipality or region the application goes to. The same document is expected in one language in Antwerp and in another in Liège. The Brussels region is bilingual, so there it varies from one institution to the next; that flexibility is misleading, because every department applies its own preference.
| Region | Working language | Example cities | Practical note |
|---|---|---|---|
| Flemish Region | Dutch | Antwerp, Ghent, Leuven, Bruges | A document arriving in another language may be sent back |
| Walloon Region | French | Liège, Charleroi, Namur, Mons | A Dutch translation may not be accepted |
| Brussels-Capital Region | Bilingual | Brussels and the surrounding municipalities | Preference varies by department, so ask beforehand |
| German-speaking Community | German | Eupen and the area around it | Small population, with practice of its own |
Municipal registration is the step that asks for the most paperwork
Most people who settle in Belgium meet their first difficulty not at the visa stage but at the municipal registration. When the address is registered, documents covering marital status, birth and, where relevant, divorce are asked for, and those documents are expected to be in full format and to carry the personal details in full. The abbreviated extracts issued in Türkiye can fall short at this point. The municipality also keeps some documents; applicants who go with a single copy have to start again from scratch for the steps that follow.
The second detail is that the documents belonging to family members have to be prepared in the same language. When the spouse’s document comes in one language and the child’s in another, the file looks inconsistent. To have everything prepared from a single source you can send us your file; it is enough to tell us which region you are applying to.
Municipal registration is also the first link in a chain: until it is complete, health insurance, a bank account and, in some cases, the formalisation of the employment contract cannot move on. A delay caused by one missing document therefore holds up not just the registration but three or four later steps at once. That is the real reason for preparing early in Belgium.
In diploma recognition the region is decisive again
Responsibility for higher education in Belgium lies with the communities, which means your diploma is assessed by a different body depending on where you are going to work or study. The practical consequence is this: a recognition decision obtained in the Flemish Region may not automatically carry the same weight for an employer in the Walloon Region. If you are going to look for work in both regions, plan from the outset to have your documents prepared in two languages.
The set of documents wanted in recognition files is wider than people assume. Alongside the diploma and the academic transcript, the length of the programme, its credit structure and the content of the courses are asked for. In regulated professions such as health and engineering, a breakdown of placement and practical hours is added too. When these are requested from the university in Türkiye, preparing them can take weeks, so the process needs to be set in motion at the very start.
One more detail: at job interviews in Belgium a translation of the diploma is expected to be ready. Even where the recognition decision has not yet been issued, a legible official translation to put in front of the employer speeds things up. Keeping the translation to hand while you wait for the decision is a concrete advantage when you are looking for work.
What sends a file back
- A translation that does not match the working language of the region – this is the most common ground for refusal in Belgium.
- Short-format civil status documents; where the mother’s and father’s names and the place of birth are missing, the registration cannot be made.
- The certification step on the document completed after the translation; because the annotation does not appear in the translation, the file counts as incomplete.
- Only the operative part of divorce or custody judgments translated; the judgment is wanted in full.
- Documents belonging to family members prepared in different languages.
How to build the timetable
Municipal appointments and registration formalities in Belgium run in sequence; when one step is left unfinished, the next does not begin. Documents therefore have to be prepared as a whole rather than piece by piece. The time it takes to obtain them in Türkiye and the certification step are within your control, and completing those early so that you move into translation in a single pass shortens the overall timeline noticeably.
On the budget side, page count is what decides. With bulky documents such as court judgments and course descriptions the cost climbs quickly; to see it in advance, look at our rates page.
The preparation check
Before you send a document, confirm three things: the name of the municipality you will apply to, the working language of that municipality, and whether the document is in full format. If those three are clear, the Belgian process runs without surprises. When you scan, remember to include the reverse of the document, the annotations and the QR codes; they are part of the translation, and if they are left out the official will not treat the document as complete.
The account below summarises typical practice; each consulate applies its own current guidance. Before you decide anything, it is worth looking at the institution’s own publication.
