A Structure That Runs Through an Accredited Employer

A large share of work-related applications in New Zealand runs through employers accredited with the immigration authority. The employer first obtains its own accreditation, then completes the employment approval process for a particular position; only once those two steps are done does the candidate open a visa application of their own. This three-layer structure ties the candidate’s document preparation to the employer’s timetable. The difficulty that arises most often in practice is that the candidate prepares the documents early and then waits for the employer’s steps to be finished, and in that time the criminal record and medical documents go out of date. When documents are obtained therefore matters as much as what they contain.

An NZQA Assessment Does Not Take the Place of Professional Registration

NZQA carries out an assessment showing what a foreign diploma corresponds to within the New Zealand qualifications framework. That assessment is used as proof of the qualification in the immigration file and with the employer. To practise in fields such as the health professions, teaching and engineering, however, registration with the relevant professional board is required, and that registration involves a separate file, separate documents and, in most cases, a language proficiency condition. Putting the NZQA report in the place of professional registration brings the file to a halt at its most critical stage. Running the two tracks in parallel is generally the most efficient course.

Whose Translation Is Accepted

For official applications in New Zealand, translations are expected to have been made by translators who are members of NZSTI or by recognised translation services. The translation is submitted together with a statement declaring it to be a faithful rendering of the original document and with the translator’s contact details; translations made by family members or by anyone who is a party to the application are not accepted. That last rule is often overlooked, and well-meant translations done within the family can invalidate a file. Our document types page shows which documents are translated in this context.

The Problem Met With Most Often

The failure seen most often in work files is a weak link between the qualification the position calls for and the qualification the candidate has documented; the problem becomes pronounced where the job description in the offer is written in general terms. The second frequent ground is that the translation has not come from an accepted source. The third is that documents obtained at different times leave part of the set outside its window of validity.

The Timing of Medical and Character Documents

Two groups of document in a New Zealand file have to be handled on a calendar of their own: the results of the medical examination and the criminal record certificates that go to the character requirement. Both are treated as valid for a set period from the date of issue, and if that period runs out before the application is decided, renewal is asked for. When the employer’s accreditation and employment approval steps drag on, documents obtained early go to waste. The medical examination and the record certificate should therefore be obtained as the steps on the employer’s side approach completion; qualification and experience documents, by contrast, can be prepared at the very start.

For candidates in Türkiye who have lived in more than one country, the character requirement may bring further documents with it: a record certificate can be asked for from every country in which the candidate stayed longer than a given period. Because these take a long time to obtain, they should be started early, while the Turkish record certificate should be left to the final stage. On the translation side, presenting documents from different countries to the same standard and with the same form of declaration makes the file easier to read. Medical documents are usually sent straight into the system by the authorised health providers and so may not need a separate translation; asking about that distinction in advance avoids unnecessary translation costs.

The professional registration track imposes a timetable of its own as well. In fields such as the health professions the board asks, alongside the diploma, for the curriculum, practice hours and documents showing professional experience; in some cases it expects the documents to be sent directly by the issuing institution. Since that correspondence can take months, the registration application has to be started before the immigration file. The board may also look for language proficiency as a separate condition, and that document too may carry a validity period. What the candidate needs to do is obtain the board’s list of documents early, work out the Turkish equivalents and have the documents of a lasting nature translated straight away. The translation should be obtained from a translator who is a member of NZSTI or from a recognised service provider; translations made by family members or by anyone who is a party to the application are accepted on neither track and mean the file has to be prepared again.
