What this application usually calls for
The final list varies with the institution’s own announcement; the set below is a starting point.
The migration department and the appointment system
Residence permits and family reunification in Lithuania are handled by the migration department. The application is completed through an online system, after which you attend an appointment at a mission abroad or at a branch in Lithuania to hand over the documents and give biometric data. In busy periods appointments are given for distant dates, and that is the clearest bottleneck in the whole process; the appointment should therefore be booked the moment the application record is opened. The status, the income and the housing of the sponsoring party are examined together in the file.
A Lithuanian residence card is issued for a fixed term, and the renewal application is expected before that term expires. On renewal you show once again that the family tie subsists and that the conditions have been maintained. Where the deadline is missed a gap in status arises and the file is run from the beginning, which means fresh documents and a fresh certified translation.
What each document does
The marriage record shows the legal basis of the relationship, the birth certificate the descent of the children, and the civil registry extract the family tie. If you are to marry in Lithuania, the file opened at the civil registration unit calls for documents proving your marital status and the absence of any impediment to marriage. Having a marriage solemnised in Türkiye entered in the Lithuanian register takes a separate application. Health insurance cover and the housing document are issued in Lithuania; the need for translation arises only with paperwork originating in Türkiye.
| Stage | Where it is done | The critical point |
|---|---|---|
| Registering the application | The online system | The appointment calendar |
| Handing over the documents | A mission abroad or a branch | Producing the originals |
| Collection of the card | A branch of the migration department | Notification of address |
The hitch met with most often
Where files in Lithuania most often come unstuck is the form the certification takes. The country works on the basis of notarisation rather than a sworn translator regime, and an uncertified translation is not accepted. The second frequent problem is that documents lose their validity before the appointment date arrives; since a recently dated copy is expected of civil registry documents, obtaining them before the appointment date is known is a risk. The third is that the sponsoring party’s income falls short in relation to the size of the household. A missing apostille is a frequent error too.
The order of translation and certification
The right order is to obtain the document, have it apostilled in Türkiye, and only then have it translated and certified. Since Lithuanian translation is in limited supply in Türkiye, this step needs planning early. An English translation serves for some preliminary correspondence, but an official file expects Lithuanian. You can find which certification each document calls for on our documents page, and the differences between the Baltic countries in our country guide.
Separation, and the records on the Turkish side
A residence card resting on a family tie depends on that tie subsisting. Where a marriage comes to an end, whether the card will be renewed is assessed by reference to the time spent in Lithuania, the position on employment and the presence of children. That assessment is not made of its own accord; the migration department has to be applied to before the card expires, and the new basis has to be documented. The divorce decree is submitted in full, together with the annotation showing that it is final, in certified translation.
When children are added to the file, the birth certificate and the position on custody are examined together. A parent arriving alone is asked for the other parent’s written consent; where no consent is forthcoming, the file is caught up in an examination of the best interests of the child and the decision is delayed. Because translating court judgments takes longer than civil registry documents, this paperwork needs preparing early.
Reporting a marriage solemnised in Lithuania, or children born there, to the Turkish civil register is a separate procedure, and it generally runs through the Turkish consulate. Where no report is made, the person continues to appear in Turkish records under their former marital status, and that raises obstacles in title deed, inheritance and power of attorney matters. At this step the Lithuanian document has to be translated into Turkish.
The spelling of names is a subject in itself. Lithuanian records may carry names across according to local rules of orthography; taking the spelling in the passport as the basis and preserving it across every document reduces the corrections that will otherwise have to be sought later. Once a record has been created, putting it right takes far longer than setting it up correctly in the first place, because a request for correction calls for a fresh document and a fresh certified translation of its own. It is worth noting down the spelling used in the first file for that reason.
Practical matters once you are registered
Once the residence card has been issued, an address declaration is made and an identity number assigned. That number is the basis of health, tax and banking business. At school enrolment a certified translation of the birth certificate may be asked for again, so having the translations prepared in more than one copy is a sensible precaution.
Further ahead, at the permanent residence and citizenship stages, a language examination and a period of uninterrupted residence are required. When current documents are called for from Türkiye at those stages, preserving the spelling of the name used in the first file prevents the corrections that discrepancies between records would otherwise bring. To settle the scope of the translation, upload your documents and request a quote; you can see the cost per page on our pricing page.
This page is meant as guidance; countries’ certification regimes and the document formats they require may be updated over time. We recommend learning the current position from the authority that will handle the matter.
