What this application usually calls for
The final list varies with the institution’s own announcement; the set below is a starting point.
The decision of Oktatási Hivatal, and the monopoly on official translation
The authority competent to recognise foreign diplomas in Hungary is Oktatási Hivatal. It determines what a qualification corresponds to within the Hungarian system; in regulated professions the relevant professional authority also becomes involved. For admission as a student to a university the decision rests with the institution itself, and an application may be made without waiting for a recognition decision. What sets Hungary apart, though, lies not on the administrative side but on the translation side.
In Hungary the authority to produce a translation of official standing is gathered, in large part, into a single public institution. That means a translation prepared by a private office may not be accepted in a good many official procedures. Because practice can vary with the type of transaction, asking at the outset which translation the receiving institution accepts is a more critical step in Hungary than in other countries.
Why each document is asked for
The diploma shows the level of the qualification; the academic transcript, with its breakdown of courses and credits, allows the equivalent to be worked out. Course descriptions are asked for in regulated professions and where a difference in curriculum is in dispute. Undergraduate applications call for secondary education documents and the result of the entrance examination. A language proficiency certificate is a threshold of its own on programmes taught in Hungarian; on programmes run in English, an English certificate is required.
| Procedure | What is expected of the translation |
|---|---|
| Application for official recognition | A translation from the authorised institution may be required |
| Admission to a university | Whatever form the institution itself accepts |
| Professional application | The form laid down by the professional authority |
The commonest mistake
The most widespread difficulty in Hungary is that the translation is obtained from a source that will not be accepted. The candidate has the translation done, the institution asks for one of official standing, and the work is done a second time. The only way to prevent that is to learn the receiving institution’s expectation in writing. The second frequent problem is taking a recognition decision for authorisation to practise. The third is that the marking scale on the transcript is left untranslated, so no equivalent for the marks can be arrived at.
At which step does the translation come
The order runs like this: the receiving institution’s expectation as to translation is established, the originals are gathered, the certification step is completed in Türkiye, and the translation is done last. Learning that expectation at the outset makes a direct difference to cost here. You can see the levels of approval document by document in our document guide, and the differences between countries in our country list.
Why the answer on translation has to be in writing
That the authority to produce a translation of official standing in Hungary is largely gathered into a single public institution is a source of uncertainty for candidates. Practice can vary with the type of transaction: in some official procedures only the authorised institution’s translation is accepted, while a proportion of universities may find an agency translation sufficient in their own admissions. This dual picture means that relying on what you are told orally is risky. A written answer from the institution lets you take the right decision and, should the need arise, prove that you took it.
One practical route is to plan the translation in two stages. First the minimum set needed for the application to move forward is prepared; then, depending on the answer from the institution, only those documents that genuinely require a translation of official standing are put through that channel. That way you are spared having to prepare the whole file by the most expensive route. On programmes run in English it is usually possible to proceed with English documents.
- Ask for the expectation on translation in writing.
- Begin with the minimum set and widen the scope according to the answer.
- On English-language programmes, consider using the English document.
- Always translate the explanation of the marking scale.
Medical and health programmes in Hungary are a common choice among candidates coming from Türkiye, and on those programmes the examination of documents is a more detailed affair. Secondary school performance, the hours devoted to science subjects and the entrance examination result are read together. This information has to appear plainly on the school transcript; where it does not, a document showing the lesson hours should be requested from the school.
For those with professional recognition after graduation in mind, the process begins while they are still studying. Course descriptions and records of practice and placements should be collected as the studies go on; asking for the same documents years later is possible, but slow. That these documents carry official certification is something to see to from the outset as well.
It matters, too, that documents can be verified: the diploma number and the date of graduation are expected to be legible and to be carried across into the translation exactly as they stand.
It is worth reckoning with how long documents stay in use in Hungary. A path that begins with student status brings the same documents back into play at the later stages of employment, residence and professional recognition. In a system that calls for translations of official standing, that can mean paying the same cost over again each time, which is why keeping digital and printed copies of the translations and certification documents produced in the first round matters. Keeping a record of the terminology also keeps documents added later consistent with the first set, and saves the assessor having to ask further questions.
