Assessment by the Estonian ENIC/NARIC centre

What a foreign education document is worth in Estonia is settled by the Estonian ENIC/NARIC centre. The opinion the centre issues states the level of the degree within the Estonian qualifications system, and universities rely on that opinion when they decide whether to admit. In practice many universities send an applicant’s documents straight to the centre, which means the academic application and the recognition review usually run into one another. That sets Estonia apart from countries where recognition and admission are kept wholly separate, and it makes the process comparatively quick.

Estonia’s digital administrative infrastructure leaves its mark on the process as well. Documents are for the most part submitted electronically; submitting electronically does not, however, mean that the original and its certification can be dispensed with. The scan is expected to be legible, complete and to take in every page.

What each document does

The diploma shows the degree; the academic transcript, with its breakdown of courses and credits, is what the assessment of level rests on. Undergraduate applications call for secondary school documents and the entrance examination result. A student certificate evidences current enrolment. A language proficiency certificate is a threshold of its own on programmes taught in English; programmes taught in Estonian call for a certificate in Estonian.

The commonest cause of delay

The problem met with most often in Estonia is that the translation has not been made by a sworn translator authorised by the Ministry of Justice. A register of authorised translators is kept, and official transactions look for an entry in it. The second frequent problem is that pages are skipped in electronic uploads; the reverse side of the academic transcript is the one most often forgotten. The third is scans made at low resolution, on which the seals cannot be read.

The order of translation and certification

The originals are obtained, the certification step is completed in Türkiye, and the whole text, the certification note included, is then translated into Estonian. Some programmes accept documents in English, but it is usual for a formal recognition application to call for an Estonian translation; ask at the outset which language counts. You can see levels of certification document by document on our documents page, and how individual countries handle matters in our country guide.

The scanning standard for a digital application

Because Estonia runs its administrative processes largely in digital form, a document is judged in its digital state as much as its physical one. The standard expected is a high one: every page must be scanned, reverse sides included, seals and signatures must be readable, and the page order must be preserved. Cropped edges, pages scanned askew or photographs taken on a phone can all send the file back. Colour scanning is preferred, since it lets the colour of the seal show.

Digital submission does not make the original superfluous. You may be asked to produce originals at the enrolment stage, so trusting to the scan and leaving the originals behind in Türkiye is a risk. The translation has to be scanned to the same standard, too, and it must be plain which document it belongs to; where source and translation are uploaded separately, orderly file naming makes the work easier.

  • Scan every page, reverse sides included.
  • Use colour scanning at high resolution.
  • Keep the originals with you.
  • Pair source and translation through orderly naming.

Another practical point in Estonia is that the recognition opinion runs together with university admission. Many institutions forward your documents to the assessment centre themselves when you apply, which may mean you need not open a separate application at all. Asking about this at the start saves applying twice and waiting twice. Acting without knowing the route your institution takes splits the process needlessly in two.

On the language side, programmes taught in English are numerous, and documents in English are accepted on them. An Estonian translation comes up mainly in formal recognition and administrative matters. Asking in advance which language is needed at which stage can do away with a whole round of translation.

An explanation of credits is needed in any event: if the transcript does not show how the credit calculation was made, no assessment can be carried out and the file sits waiting for a further document.

One more practical matter in Estonia is that documents stay in use for a long time. A process that begins in student status brings the same documents back at the post-graduation employment and residence stages. Keeping digital copies of the translation set and of the recognition opinion therefore saves doing the same work over again. Keeping a record of the terminology means that documents added later will match the first set. And since you may be asked to produce originals at the enrolment stage, it is a safe habit not to leave your documents in scanned form alone but to have the originals with you; digital administration does not do away with the paper document entirely.

In an electronic application a complete scan counts for as much as the translation. You can look at our pricing page and request a quote by uploading your documents.

What appears on this page sets out the general framework; the authority you apply to may ask for further documents or for a different format. We recommend confirming the position with an official source before you proceed.
