Tax Registration Certificate Translation

The tax registration certificate (vergi levhası) shows a taxpayer’s registration with the tax office, the field of activity and the declaration details for recent periods. It is no longer a printed plate on the wall; it has become a printout with a verification code, obtained through the online tax office. Sole traders, self-employed professionals and companies all use it.

In dealings abroad this certificate is what the payslip is for an employee: it shows where a self-employed person’s income comes from and that the activity is officially registered. In the visa and residence files of the self-employed it carries as much weight as a bank statement.

A concept with no counterpart

The basic difficulty in translating this document is that the concept does not exist in many countries. In some, businesses evidence their tax registration through a separate registry document; in others, through a tax number alone. Having the declared earnings appear on the face of the document is a distinctly unusual arrangement.

Naming the document after whichever certificate comes closest in the destination country is therefore wrong. The correct approach is to give the name of the document descriptively and to make clear at the level of the heading what it does. The reader can then tell whether what he is holding is a registry record or a statement of income.

Another feature of the document is that it carries both identity and financial information. The upper part gives the taxpayer’s name, trade name, address and tax identification number; the lower part gives the declared tax base and the accrual details. The two parts serve different purposes and the translation must preserve that division.

The activity code and the field of business

The field of activity is written on the certificate both as text and as a numerical code. That code is compatible with the classification of economic activities widely used in Europe, which makes it a reference point your counterpart in the destination country can recognise, and it is always kept.

The text, by contrast, is written in the language of Turkish legislation and can run long. Abridging that wording freely narrows the scope of the activity. In visa applications resting on the practice of a profession in particular, what a person does for a living is read straight off this line.

The type of liability should be stated too: whether the taxpayer is liable to income tax or to corporation tax. This distinction tells the other side whether it is dealing with a natural person or a company and bears directly on the financial assessment.

The tax base and accrual lines

The lower section of the certificate carries the declaration details for recent periods: the declared tax base and the tax accrued. These figures are the most official indication there is of a person’s level of income, and consulates look at these lines when assessing financial standing.

It needs to be made clear that the tax base is not gross income; it is the amount assessed for tax after expenses have been deducted. Preserving that character in the translation stops the reader taking the figure for turnover. The translator does not interpret the concept, but by giving the field its proper name he prevents it being read wrongly.

Number formatting is critical here as well. In the Turkish document the thousands separator is a full stop and the decimal separator a comma; the target language may have it the other way round. The conversion must be consistent and the currency written out clearly beside every amount. Converting at an exchange rate, on the other hand, is not done.

Tax documents that go with the certificate

The tax registration certificate is a summary document; where detail is needed, the income tax return is added to it. The return shows which sources the income arose from and how expenses were calculated. For anyone applying abroad as an entrepreneur or a self-employed professional, that detail is usually obligatory.

The second supporting document is the letter confirming that no tax is outstanding. In tender and procurement processes this letter is asked for almost without exception and it has a short validity. It should not be confused with the certificate: one shows the registration, the other the payment position.

The third is the certificate of tax residence. Under double taxation agreements it shows that the person or the company is treated as a taxpayer in Türkiye and determines where income earned abroad will be taxed. This document is generally drawn up in more than one language, although its annexes may be in Turkish.

When these three documents are submitted together, consistency becomes critical: the tax identification number, the trade name and the address must be the same on all of them. A trade name abbreviated on one document and written out in full on another can leave the receiving institution with the impression of two separate taxpayers.

The verification code and the authenticity of the document

A tax registration certificate obtained electronically carries an approval or verification code. That code is the only element attesting to the authenticity of the document; there is no wet signature and no seal. Conveying the code, and the verification address where there is one, exactly as they stand is essential if the receiving institution is to confirm the document.

Where an apostille is needed the position changes. Since the certification confirms a signature and a seal, an approved and sealed copy has to be obtained from the tax office. Tax documents count as administrative in nature, so the apostille is obtained from the governor’s office or the district governor’s office; an application made to the courthouse comes to nothing and costs days for no reason.

The document is renewed annually, and a certificate of old date does not show the current income position. Most institutions ask for a document relating to the latest period, so translation should be planned alongside the declaration periods.

With newly established businesses the declaration line on the certificate may still be blank, the first declaration period not yet having arrived. That is not a deficiency, but it does need explaining in the translation. Otherwise the receiving institution may think either that the income is nil or that the document was issued incomplete.

Differences by country

In Germany proof of income from the self-employed is examined meticulously and the translation is expected to come from a translator sworn before a court. In the Netherlands the immigration service looks at fixed net income thresholds; which amount the document shows must be unambiguous, and the translator is required to be entered in the official register. In the United Kingdom, where there is no sworn translator system, an English translation carrying an agency declaration is accepted. Look at our countries guide for a comparison.

Mistakes peculiar to this document

  • Presenting the tax base as turnover or gross income.
  • Taking the activity code to be superfluous and dropping it from the translation.
  • Failing to state the verification code and its address in the translation.
  • Submitting a certificate from an earlier period as proof of current income.
  • Translating the trade name; a trade name is a proper name and must match the register.
  • Converting the amounts into the currency of the destination country.

Prepare your proof of income as a whole

In the files of self-employed people and business owners, credibility comes not from any single document but from the agreement between them: the tax base on the certificate matching the movements on the bank statement, the field of business on the certificate of activity matching the code on the certificate. Send the documents together and we preserve that agreement at the level of the translation. Languages are on our languages page and our working principles on our pricing page; you can send your file through the quote form.

The process described here is common practice; the current document list of the institution concerned is what counts. The safest course is to ask the relevant department for written confirmation before you begin.
