Vocational Qualification Certificate Translation

A vocational qualification certificate shows that a person holds the knowledge, skills and competences defined for a particular occupation. In Türkiye these certificates, based on national qualifications, are issued at the end of examination and certification processes run within the framework of the Vocational Qualifications Authority (Mesleki Yeterlilik Kurumu, MYK). The certificate establishes that its holder can do a job by a different route from an academic diploma: through practice.

Cross-border use of the certificate arises when its holder wants to practise the occupation in another country or to apply for a job there. A foreign employer or recognition authority will want to see which occupation the qualification is recognised for and at which level. As the certificate is going before a foreign authority, it is translated into the target language and passes through the approval required.

Translation is needed once the certificate is bound for abroad or for a foreign institution. In a domestic procedure the Turkish original does the work, but for a job application or professional recognition abroad it is translated. In the other direction, a foreign qualification certificate relied upon in a procedure in Türkiye is rendered into Turkish. Where the certificate will be used, and for which occupation, determines the language of the translation and the layer of approval together.

What the certificate attests

A vocational qualification certificate rests on defined qualification units, each covering the knowledge and skills relating to a particular part of the occupation. The certificate shows which units the holder passed and which qualification was gained. This unit structure is preserved in translation, since which qualification is recognised, and within which scope, is decisive for the authority assessing the certificate.

The certificate states the name of the qualification, its scope and any conditions of validity. Rendering this information correctly is what shows what the holder can actually do. Translating the name of the qualification loosely or approximately can make the occupation look broader or narrower than it is; the name and the scope are therefore carried across as they are defined in the certificate.

How it differs from a diploma or an employment certificate

A vocational qualification certificate should not be confused with an academic diploma or with an employment certificate issued by an employer. A diploma shows that a course of study was completed and an employment certificate shows experience gained in a job, whereas a qualification certificate establishes that its holder was assessed against a defined occupational standard and certified accordingly. The three prove different things, and they may well appear together in one file.

The translation keeps that distinction: the certificate is not rendered as though it were an educational degree or a job reference. Its language is the language of a qualification and of that qualification’s scope. This clarity allows the foreign authority to judge correctly what the certificate means and how much weight it carries.

Level frameworks and Europass

Qualifications are positioned against a particular level framework; the Turkish Qualifications Framework, and the European Qualifications Framework it refers to, aim to express the level of a qualification on a shared scale. The level shown on the certificate is what allows the holder’s qualification to be recognised at a comparable level, and it is carried across in full in translation.

Tools such as Europass are also used to make vocational qualifications easier to understand across borders; they aim to present a qualification in a common form. Where a certificate refers to a framework of this kind, the reference and the level information are preserved accurately. Rendering the level wrongly distorts the comparative value of the qualification.

The professional recognition process

Some occupations cannot be practised without formal recognition; in these regulated professions, recognising a foreign qualification is a separate process in itself. In such cases the certificate is usually submitted and examined within a recognition file together with other documents. The quality of the translation has a direct bearing on whether the certificate is understood correctly in that examination.

In recognition files the certificate forms a whole with the diploma, the employment certificate and identity documents. The spelling of the name, the dates and the occupational details are expected to be consistent across these documents. A name spelled differently on one document, or an occupation given differently, weakens the impression that the file belongs to one and the same person, and slows the process down.

Table of approval levels

The table below summarises the common uses of a vocational qualification certificate together with the level of approval usually expected; since the certificate is issued within a public institutional framework, an apostille, where required, is usually obtained from the governor’s office. The exact requirement varies with the foreign authority carrying out the recognition and should be verified beforehand.

For this document, issued within a public institutional framework, the apostille is usually obtained from the governor’s office or the district governor’s office.

Document identity and verification

A vocational qualification certificate carries a certificate number, details of the issuing body and, usually, some element of verification. This information is the identity of the document and is preserved exactly in translation; neither the certificate number nor the name of the issuing body is changed at will. The verification details matter especially, because they are what lets a foreign authority confirm that the document is genuine.

In certificates produced electronically or verifiable online, the information about the verification code and method is carried into the translation, and the electronic character of the document is stated. These details allow the certificate to inspire confidence not only through its content but through its source. Omitting the identity and verification information weakens the document’s auditability.

This information gains further value in recognition files where the certificate is submitted alongside other documents, since the authority can then confirm the certificate both from its content and from its verification record. Rendering the identity elements in full reinforces confidence in the file as a whole. It is in this way that a qualification certificate whose identity and verification record have been carried across correctly can form a much stronger basis before a foreign authority.

Common mistakes with vocational certificates

  • Translating the name and scope of the qualification approximately.
  • Rendering the certificate as though it were a diploma or an employment certificate.
  • Omitting the level framework information or rendering it wrongly.
  • Leaving the spelling of the name and the occupation different from the other documents in the file.
  • Looking to the courthouse for the apostille on a public document; the authority usually lies with the governor’s office.

Present your qualification accurately

In professional recognition, whether an application is accepted usually depends on the qualification and its level being rendered correctly, and that calls for a translation faithful to the scope of the certificate. Once you send your certificate to us, we carry the qualification and level information across carefully and plan the necessary chain of approval with you. You will find the relevant education and employment documents in our document guide and the scope of our services on the translation services page, and you can send us your certificate through the quotation form.

The process described here is the common practice; the institution’s current list of documents should be taken as the basis. The requirements in force on the date of the transaction are what count.
