Professional Qualification Certificate Translation for the Netherlands
A Turkish professional qualification certificate put forward in the Netherlands as the basis for a job or for practising a profession rests on the translation and, beyond that, on the qualification being recognised in the Netherlands; in the regulated professions (gereglementeerde beroepen) such recognition is compulsory. This page deals only with what makes this document’s translation specific to the Netherlands; for the general structure of the certificate, its qualification units and the level framework see our professional qualification certificate translation page, and for the Dutch regime as a whole see our country guide.

Recognition and gereglementeerde beroepen
A number of professions in the Netherlands are regulated (gereglementeerde beroepen), and working in them depends on formal recognition of the qualification. Recognition is assessed on an application to a competent authority that varies with the profession, and the certificate is usually submitted within a recognition file alongside a diploma, an employment certificate and identity documents. The translation allows that authority to read correctly which profession and which scope the qualification was awarded for; equating a qualification directly with a Dutch occupational title is not the translator’s job but the recognition authority’s decision.
Where a profession is not regulated, formal recognition may not be compulsory, and the document is then usually assessed by the employer. The name and scope of the qualification still have to be conveyed accurately, since that is what shows an employer what the person can genuinely do. Translate the name of a qualification freely and the scope of the profession will look broader or narrower than it is, which is why name and scope travel in the form the document defines them.
In the regulated professions the body handling recognition varies with the occupational group; in some fields a profession-specific register or institution carries out the review and may, where appropriate, require an adaptation period or an examination. In an employment context the expectations of the immigration authority (IND) may also come into play, but those expectations are the business of the authorities concerned, not of the translation. The translation only presents the qualification and its scope accurately; which route applies is settled at the outset according to the profession and the authority.
Nuffic credential evaluation and NLQF/EQF
Nuffic is a point of reference for the assessment of foreign qualifications and degrees in the Netherlands, while what a qualification amounts to at Dutch level is read through the national framework NLQF and the European Qualifications Framework (EQF) it refers to. The level stated on the Turkish document, along with any ECTS credits, is conveyed in full in the translation; the evaluation decision, by contrast, is the business of Nuffic or of the competent authority, not of the translation. Getting the level wrong distorts the comparative value of the qualification.
A certificate is not to be confused with an educational diploma or with an employment certificate issued by an employer; the three prove different things and may sit side by side in a recognition file. The translation preserves that distinction, because Nuffic or the competent authority assesses each document by its own function. Consistency of name, date and occupational details across the documents puts it beyond argument that the file belongs to one and the same person.
Document identity and verification
A professional qualification certificate carries a document number, details of the issuing organisation and, in most cases, some verification element; these make up the identity of the document and are preserved unchanged in translation. Where a certificate has been produced electronically or can be verified online, the information about the verification code is carried into the translation and the electronic nature of the document is stated, which is what enables the Dutch authority to confirm that it is genuine.
These identity elements count for more still in recognition files, where the certificate is submitted together with other documents, since Nuffic or the competent authority can confirm it both from its content and from its verification record. Leaving out identity and verification details weakens the auditability of the document and can slow the process down. A qualification document whose identity and verification record are carried across accurately makes a far stronger case before a Dutch authority.
- Convey the name and scope of the qualification exactly; do not equate it with a Dutch title.
- Reproduce the NLQF/EQF level information in full.
- Where a translation is required, check that the Rbtv number appears on the declaration page.
| Element of the certificate | In translation for the Netherlands |
|---|---|
| Name / scope of qualification | Exact; not equated with a Dutch occupational title |
| Level (EQF/NLQF) | Conveyed in full |
| Credential evaluation | The business of Nuffic or the competent authority, not of the translation |
| Rbtv registration number | Must be visible on the declaration where a translation is required |
Approval: apostille and Rbtv registration
As this document is issued within a public-authority framework, the apostille, where it is needed, is usually obtained from the governor’s office or the district governor’s office. In the Netherlands the translator producing an official translation is expected to be entered in the sworn translator register (Rbtv), and the registration number appears on the declaration page. The Türkiye chain (sworn translator + notary + apostille) is also an option. The Netherlands is a party to the Hague Apostille Convention; confirm the current position from the official HCCH list. You can run your file through our single office in Ankara Kızılay, see the cost on our pricing page, and upload your document to request a quote. This page is for general information only; the conditions for professional recognition vary by profession, so confirm the exact requirements with the authority that will carry out the recognition.
