Driving Licence Translation for the USA

The first fact that sets a driving licence translation for the United States apart is that there is no single nationwide licence; authority rests with each state’s own motor vehicle agency (DMV / MVA / DPS). This page looks only at what makes a driving licence translation for the USA different; for the general structure of the document and the logic behind its codes, see our driving licence translation page, and for the general regime in the USA our country guide. The decisive point is that the translation must never cross over into a state class.

Its place in the identity chain and the Real ID context

In the United States a driving licence is not only an entitlement to drive but a widely used everyday proof of identity; in many states a licence application rests on a chain of documents proving identity and residence, and the document issued meets federal criteria (Real ID). A certified translation of the Turkish licence is the link that makes the source document legible within that chain, which is why the name, date of birth and document number must match the passport exactly.

A state licence application will usually also call for a social security number (SSN) or proof of exemption from one; these elements are no concern of the translation, though they are assessed alongside it as part of the file as a whole. The translation carries the information on the Turkish document across without interpreting it, and does not convert it into a state class or a type of identity document. Which state the document will be used in, and in which identity procedure, also affects the form in which the translation is to be presented.

The short validity window and residence

For a driver settling in the United States, a foreign licence counts as valid in many states only for a limited period, or until residence is established; once that threshold is passed, a state licence must be obtained. It is worth knowing from the outset that the length of this period, and the way residence is defined, differ from state to state; confirm the exact position with the motor vehicle agency (DMV/MVA/DPS) of the state you are moving to. The translation does not extend the period; it makes sure the document is legible and certified once the DMV procedure begins. If permanent status is in prospect, planning the translation from the start therefore avoids delay.

Bear in mind that an international driving permit (IDP) can only be obtained before you leave, in the country that issued the licence; it cannot be issued once you have arrived in the United States. So if short-term use is in prospect, the IDP is obtained in Türkiye in advance; for permanent status, the certified translation of the licence is what is used in the DMV procedure. As the licence is also produced from time to time as proof of identity or age, consistency between the name and date of birth and the passport matters; an inconsistent Latin-alphabet spelling generates needless queries.

Some states operate mutual recognition arrangements with particular countries and may grant a limited concession; most states, on the other hand, require a foreign licence holder to pass a written test and a road test. Which route applies depends entirely on the practice of the state you are moving to. The translation is no substitute for those tests; it simply enables the DMV official to read the identity, date and class details correctly. Knowing this distinction from the start saves needless document preparation and false expectations.

The state DMV decides; there is no federal scheme

How long a Turkish licence remains valid, and whether it can be exchanged at all, varies by state; some states accept a foreign licence for short-term use, while for permanent status most will require you to take a theory test and a road test and obtain a new state licence. The translation is no substitute for those tests; it is the document the DMV official needs in order to read the identity, date and class details. Which state you are moving to also affects the form in which the translation will be requested.

Its relationship with the international driving permit (IDP)

The United States recognises the international driving permit (IDP) under the 1949 Geneva Convention on Road Traffic; an IDP is a multilingual summary of the national licence and is not valid on its own, but is always carried with the original licence. For short-term use an IDP usually removes the need for a separate translation; but where identity verification, insurance or an administrative procedure at the DMV is involved, a certified translation of the licence may be requested. The two documents should not be confused: the IDP is a recognition document, while the translation renders the text into English.

The signed certificate of accuracy

There is no sworn translator system in the United States; the official assurance behind a translation is the signed certificate of accuracy attached to it. The certificate states that the translation is complete and accurate and carries the translator’s name and contact details, the date and the signature. Class letters and restriction codes belong to an international scheme; they are preserved in the translation and not converted into a state’s class system (Class C, for instance).

  • Carry the class and code across exactly; do not equate them with a state class.
  • Check that the certificate of accuracy has been attached to the translation.
  • Find out in advance how long the state you are moving to accepts a foreign licence.

The United States is a party to the Hague Apostille Convention; if an apostille is required, it is obtained from the governor’s office for the licence as an administrative document, and you should confirm the current position from the official HCCH list.
