What shapes the file is not the diploma but whether the profession is regulated

The first question that determines how a candidate’s file will proceed, where the plan is to go to Germany for work, is whether the intended profession is among the regulated (reglementiert) professions. In medicine, nursing, pharmacy, teaching and certain technical specialisms, the authority actually to practise the profession rests on a separate decision; that decision goes by the name Anerkennung, and it is not the same thing as the academic equivalence assessment carried out by the ZAB. In professions that are not regulated, the employer’s acceptance of the qualification is usually what counts, and the file runs straight along the visa and residence permit line. The distinction has a practical consequence: in a regulated profession the curriculum and the detail of the practical training are read line by line, whereas in an unregulated one the employment contract and the job description come to the fore. Establishing which line you are on before you begin preparing translations also saves you from having documents translated that you do not need.

A Gleichwertigkeit decision looks at the content of the training, not the name on the diploma

In the professional recognition procedure the competent authority examines whether the education obtained in Türkiye shows a “substantial difference” from its German counterpart. The comparison is made not through the title of the diploma but through the total length of the training, the theoretical course load and the practical placement components. That is why the file takes in not only the diploma but also the course contents, the placement and practical training documents and, where there is one, the professional chamber registration certificate. The critical point in the translation is that the hours of practical training and the clinical or workshop placements should be plainly visible in the German text. Where those items are not visible, the authority may assume the training was deficient and go down the route of a compensation measure; that is not a refusal, but it lengthens the process appreciably. Hours gathered in the Turkish document under a heading such as “practice” or “placement” are best broken out separately in the translation – a small detail, but an effective one that makes the assessment easier.

Which document is asked for to answer which question

Each document in a work file answers a different question, and for that reason none of them stands in for another. The social security employment record answers “how long did they work”; the employer’s letter answers “what did they do”; the professional qualification certificate answers “are they entitled to do this job”. A reference letter then confirms those claims with a third signature. The criminal record certificate serves a separate function in the process and is generally expected to be recently dated. Where translation and certification enter the process

The order runs as follows: the apostille certificate is first placed on the document issued in Türkiye by the competent Turkish authority, and a translator holding the title öffentlich bestellter und beeidigter Übersetzer then translates the document together with the certificate on it and applies a stamp. Translating a document that has no apostille means the translation has to be repeated once the certificate is added. There is one further detail peculiar to work files: the same document may have to go to more than one authority. The consulate wants the visa file, the recognition authority the professional file, and the employer its own records. Settling how many original copies are needed at the point the translation is ordered therefore removes the trouble of having documents stamped again later. You can see how the fee varies with the number of copies on our pricing page.

The commonest ground of refusal in work applications

The most frequent negative outcome in work files is that no link can be drawn between the job offer and the candidate’s documented qualification. The file has a diploma in it and an employment record, but the job description in the employer’s letter does not answer to the description of the post in Germany; the authority puts this as “the suitability of the qualification for the post has not been demonstrated”. Second on the list comes an inability to tell which examination or training route the professional qualification certificate rests on. The remedy in both cases is the same: obtain a detailed document setting out the job description before moving to translation, and put into the file the supporting document showing what the qualification certificate is based on.

When a language certificate comes into a work file

In regulated professions the professional recognition decision is often tied to language ability; in fields calling for direct contact with patients, students or clients in particular, the authority concerned looks for German at a set level. This condition is independent of academic equivalence: even where the diploma is recognised, practice of the profession may not be permitted until the language condition is met. A language certificate obtained in Türkiye can generally be used without translation if the body issuing it is an internationally recognised examination provider; certificates of attendance drawn up in Turkish by a local course, by contrast, have to be translated and also explained in a way that shows the level. At what stage these documents enter the file depends on the line you are applying along. Some professional authorities want the language certificate at the moment of application, while others allow it to be submitted once the assessment has concluded; learning which applies beforehand saves needless haste.

Employers’ own expectations may also be independent of the official language requirement. A professional authority may regard a given level as sufficient while the employer expects communication at a higher one; that belongs to the recruitment process rather than to the documents, but it affects how the file is planned. In practice the most efficient course is to prepare the language certificate in the same package as the qualification documents and, when handing them to the translator, to say which institution they are going to; the names of examinations and the level indicators in the document are then carried across in the form the receiving institution recognises.

This page is for general information; because the conditions for professional recognition and for a work permit vary from profession to profession and from one federal state to another, confirm the current requirements from the official announcements of the recognition authority concerned and of the German consulate.
