What this application usually calls for
The final list varies with the institution’s own announcement; the set below is a starting point.
The citizenship and migration authority runs the process
Residence permit and family reunification applications in Latvia are assessed by the authority for citizenship and migration affairs. The application is made at the mission in Türkiye or at the authority’s offices in Latvia. The status in Latvia of the party issuing the invitation, their level of income and their housing are examined; where approval comes, a residence card is issued and the address of residence is declared. Administrative processes in Latvia run comparatively fast, but there is little flexibility over the form of documents: paperwork that is incomplete or improperly certified is returned outright.
Where the application is made as the family member of an EU citizen, a separate and lighter regime applies. Establishing which regime you fall under also establishes which documents will be asked for.
The principle of notarised translation
Latvia has no separate sworn translator regime; what official business expects is that the translation be certified by a notary. That means the accuracy of the translation is secured not by the translator’s title but by the notarial chain. Notarised and apostilled translations made in Türkiye are accepted for many transactions; some institutions, on the other hand, may want the translation to be certified in Latvia. Asking about this distinction before you apply saves doing the same job twice.
| Transaction | Form of document expected |
|---|---|
| Residence permit | Apostilled original and certified translation |
| Marriage file | Recently issued civil status certificate |
| Registration of a child | Birth certificate and custody order |
The point where files snag most often
The reason applications come back most often in Latvia is the validity period of the documents. For civil registry and civil status documents a recently issued copy is expected; a document obtained a few months earlier may not be accepted, and once it is renewed the translation has to be renewed with it. The second frequent problem is that the income condition is calculated by household size. The third is that the apostille note is left out of the translation; the note is part of the text to be translated, and its absence holds the file up.
Where translation sits in the process
The order runs like this: the document is obtained with a current date, the apostille is completed in Türkiye, then the text including the note is translated into Latvian and certified. Since the supply of Latvian translation in Türkiye is limited, this step needs planning early. An English translation may serve for some preliminary correspondence, but Latvian is what the official file expects. For detail document by document see our document guide, and to compare the regimes of neighbouring Estonia and Lithuania see our country list.
Children and dependent parents
In bringing children to Latvia the birth certificate establishes parentage, but the examination concentrates on custody. A parent travelling alone is asked for a document showing that the other parent consents to the child settling abroad; where there has been a divorce, the whole of the court judgment governing custody is submitted in a certified translation, together with the note of finality. Carrying across the operative part alone is treated as incomplete, because the scope of the judgment is read from the reasoning.
Bringing dependent parents is subject to a separate assessment, and the conditions are narrower. An application of that kind calls for documents showing the person’s income position in Türkiye, their need of care and the regular support they receive from the applicant. Since all of this paperwork originates in Türkiye, the burden of translation and certification is heavy; a civil registry extract eases the work by showing the family tie in a single document.
School enrolment proceeds as a chain of its own. To decide which class the child will be placed in, the school administration asks for the previous education documents and the birth certificate; a Latvian translation is expected at this stage too. Since enrolment periods open on set dates, it makes sense to prepare these documents at the same time as the immigration file.
Nor should the notification to the Turkish civil registry of children born in Latvia and of a marriage contracted there be forgotten. This step requires the Latvian document to be translated into Turkish; the direction of translation is reversed, and where notification is late the child’s Turkish identity paperwork is held up as well. Completing the notifications in the first year after moving to the country prevents corrective work from piling up later.
Marrying in Latvia, and registration
Couples marrying in Latvia apply to the civil registry office, and the foreign party is asked for a birth certificate and a document showing their civil status. Where there has been a previous marriage, a certified translation of the divorce decree is added. After the ceremony the marriage is entered in the local register, and that entry becomes the basis of the residence application.
On renewal of the residence card, the continuation of the family tie and the maintenance of the income condition are shown again. At the long-term residence and citizenship stages a language condition comes into play; at those stages newly issued documents from Türkiye are called for. Using one consistent spelling of the name from the outset prevents discrepancies in the records emerging years later.
