The Migri application and the identity verification appointment

Family-based residence permits in Finland are assessed by Migri. The application is opened through the online system, after which, within a set period, you attend an identity verification appointment at the mission in Türkiye. If the appointment is not kept the application is not taken up; this is the step most often skipped in the Finnish process. The party in Finland, for their part, uploads the documents showing income and accommodation on their own side. A structure with two sides like this means keeping track of which side the file is waiting on.

Finnish and Swedish are official languages in the country; depending on the region you live in, Swedish may also be used in local matters. While an English translation is accepted in most Migri applications, it is usual for Finnish to be required in local population and municipal matters.

Population registration is a stage of its own

Once a residence permit has been granted in Finland, you register with the population information system and are given an identity number. At that registration the originals and the translations of the birth certificate, the marriage record and, where needed, the divorce decree are required; the copies submitted to Migri may not suffice here. Having family relationships entered correctly in the population system lays the foundation for everything that follows: child benefit, health care and tax registration all rest on these details. Putting right an error made at registration calls for a new document and a new translation.

The setback met with most often

The problem arising most often in Finland is that the income condition is calculated according to the size of the family; an income that looks sufficient on a single-person calculation may fall below the threshold in an application made together with children. The second frequent problem is the identity verification appointment not being completed within its period. The third is documents failing to meet the requirement of form at the population registration stage: a translation Migri has accepted may be refused there, since an authorised translator’s translation is required. Reading the lists of the two authorities separately forestalls this.

The authorised translator regime

In Finland the title of authorised translator is conferred by an examination administered by the education authority, and in official matters a translation by a translator holding that title is expected. Apostilled sworn translations made in Türkiye are generally accepted in immigration applications; in population registry and court matters a local authorised translator may be needed. The order is the same in every case: document, apostille, translation. For detail document by document see our document guide, and to compare the practice of neighbouring countries our country list.

Separation, and the registration of children

A residence permit resting on a family tie depends on that tie continuing. Whether the permit is preserved when a marriage comes to an end is assessed by reference to the time spent in Finland, the position as to employment and the presence of children. That assessment is not made of its own motion; Migri has to be applied to before the permit expires and the new basis documented. The divorce decree is translated in full, together with the certificate of finality, and is entered in the population system as well.

When children are added to the file the birth certificate shows parentage, but the examination centres on custody. A parent coming alone is asked for the other parent’s consent or for the court judgment settling custody. Having these documents entered correctly in the population system also lays the foundation for access to child benefit and health services; putting right an error in the record calls for a new document and a new translation.

School and early childhood education enrolment runs as a separate chain. To settle which class the child will be placed in, the municipality asks for the earlier educational documents and for the birth certificate; a Finnish translation is commonly expected at this stage. Since enrolment periods open on set dates, the documents have to be prepared early.

Notifying the Turkish civil register of children born in Finland and of a marriage contracted there is a separate obligation. At this step the Finnish document has to be translated into Turkish; the direction of the translation reverses, and when the notification is late the child’s Turkish identity formalities are held up too.

Marrying in Finland

For couples marrying in Finland, an examination of impediments to marriage is carried out before the ceremony. The foreign party is asked for a birth record, a certificate of marital status and, where there is one, the decision showing that an earlier marriage has ended. The certificate of no impediment obtained in Türkiye serves at this stage and is valid for a limited time.

In the longer term, at the permanent residence and citizenship stages, a language condition and an unbroken period of residence are sought. At those stages current birth and civil registry records may be required from Türkiye once more; keeping the spelling of names the same as in the first file prevents inconsistencies between records. To plan together which translation will be needed at which stage, you can upload your documents and request a quotation, and see the cost per page on our pricing page.

The information here is general in nature; the conditions of acceptance and the certification chain of the destination country may change from time to time. It would be as well to check the requirements in force from an official source.
