Nuffic and DUO are not the same door

The first thing people confuse when preparing documents for education in the Netherlands is where the assessment of a diploma actually comes from. Nuffic works in the field of international education and the comparison of diplomas, while DUO is the body that deals with education funding, enrolment and official student administration. If you are applying to a university, the party you deal with is usually that university’s own admissions office, and it makes the diploma comparison either in-house or on the basis of information from Nuffic. Where the matter concerns student support, an enrolment number or funding, DUO comes into play. Sending the same set of documents to both loses you time; the question each of them asks is different.

On the student visa and residence side, the IND proceeds by way of the university’s sponsorship. Your education file therefore addresses three separate readers: academic admission, official student administration and immigration. Although the documents are largely the same, the form required and the level of certification can differ.

Which document answers which question

The diploma answers the question “do you hold this degree”, the academic transcript the question “with what content was this degree obtained”. Dutch universities look above all at how the credits are distributed course by course, because programmes are matched on credits. A student certificate shows the expected graduation date for candidates still studying, which is why it is used with conditional offer letters. A language certificate is a separate threshold on programmes taught in English; it is looked for independently of academic admission.

The commonest mistake

The most widespread mistake in practice is having the translation made by a translator who is not entered on the Rbtv register. The Netherlands keeps a register of sworn translators, and in official procedures a translation from someone on that register is what is expected; a translation from outside it is sent back. The second frequent mistake is muddling the sets prepared for DUO and for the university – what is enough for one falls short for the other. The third is translating only the marks page of the academic transcript and skipping the notes on credits; with no credit matching possible, the file is put on hold.

Where translation sits in the process

The right order: the original of the document, the certification annotation where one is needed, then the translation. Translation is left until last because the annotation is itself a text that has to be translated. The translation is bound to the source document, and the translator’s registration details appear on it. You can find which level of certification is looked for on which document on our document pages, and compare the Netherlands with other countries in our country guide.

If you hold a conditional offer, the document calendar changes

Dutch universities frequently give conditional offers to candidates who have not yet graduated. That letter tells you your place is being held on condition that you evidence your graduation by a particular date. When a conditional offer arrives the document calendar splits in two: a student certificate and an up-to-date academic transcript at the moment of application, then the diploma and the final transcript after graduation. The translation of the second set is usually squeezed into a very narrow window, because the interval between the printing of the diploma in Türkiye and the deadline in the Netherlands can be short.

The practical way through that bottleneck is to ask the university whether a provisional graduation document can be obtained before graduation itself. Many Turkish universities issue an official letter evidencing graduation before the diploma is printed; Dutch institutions will often accept that letter provisionally and ask for the diploma later. The translation is then split into two stages, but the calendar is never blocked at either.

  • Note the deadline given in the conditional offer letter.
  • Ask whether a provisional graduation letter is accepted.
  • Plan the first and the second set of documents separately.
  • Keep the terminology consistent between the two sets.

Another practical detail in the Netherlands is that universities mostly want the document electronically. When you upload, the source document and its translation are expected to be visible together; uploading the translation alone counts as incomplete. Because of file size limits the scans should not be needlessly large, yet the seals have to stay legible. Where that balance is not struck, the admissions office asks for the document again and the process loses a week.

In setting the scope of translation, it is worth remembering that the documents the IND will want form a separate set. Civil registry and financial documents come into the student visa and residence step; they are not part of the education file. Trying to prepare both sets at once creates confusion. First complete the core set needed for academic admission, then plan the immigration side separately once the offer has come through.

Since the application periods are tight, gathering documents early is the most realistic plan. You can see the cost by page count on our pricing page, and get a quotation by uploading your file.

The account below summarises typical practice; each consulate applies its own current guidance. What governs is the requirement in force on the date of the transaction.
